ROCU Intelligence Supervisor - Based in Warrington
Key Responsibilities
- You will supervise provide fast paced Operational support to the ROCUWM by gathering, analysing and disseminating intercept intelligence in accordance with Legislation and Policy.
- You will supervise the quality, secure handling and dissemination of intelligence, maintaining confidentiality, sensitivity and duty of care in line with ROCUWM Policy.
- You will supervise and build good working relationships with both internal and external partners, including other Police Forces, NCA and other Law Enforcement Agencies (LEA)
- You will supervise and support, draft and submit Warrantry and Communications Data applications, as required, for the purposes of intelligence gathering.
- You will supervise and conduct intelligence development, research and analysis in support of the Sanctioned Operations on behalf of ROCUWM.
- You will supervise and contribute to the acquisition and development of tactical and strategic intelligence relating to Serious and Organised Crime, affecting the ROCUWM Region and UK Policing landscape.
- Maintain awareness of Regional Forces and National databases and systems to ensure the implantation of latest techniques and tactics, best practice and information relevant to role in accordance with NPCC guidelines
- Maintain a personal knowledge of covert techniques and their application for proactive and reactive investigations including applicable legal and regulatory constraints providing specialist guidance to decision makers in order to achieve operational outcomes
Essential Skills
- Experience of working in an intelligence/information field
- An understanding of the use of intelligence and evidence by LEA
- Understanding and working knowledge of IPA and RIPA
- Experience of identifying intelligence gaps with demonstrable ability to prioritise, evidencing research skills with the ability to problem solve
- Knowledge of the National Intelligence Model (NIM) and NPCC Guidance on the Management of Police Information (MOPI).
- Knowledge of police systems and policing; current legislation, policies and procedures (e.g. GDPR, Human Rights Act, CPIA).
- Demonstrate highly effective interpersonal communication skills: including verbal and written skills. The post holder will be articulate, methodical, conscientious and concise.
- Demonstrate a high level of computer literacy and experience of using Microsoft Office applications.
- Work effectively with minimum supervision whilst remaining team focussed. Ability to work under pressure, prioritise workloads and produce accurate work within tight deadlines.
- Flexible approach to working hours. Able to evidence self-motivation and use of own initiative. Excellent time management skills and a good co-ordinator. Ability to operate with the highest standards of integrity, discretion, confidentiality and aptitude to digest complex operational plans and manage highly sensitive information within the Government Security Classification (GSC) and Security Policy Framework (SPF).
Desirable Skills
- IPP Accreditation or equivalent experience in an intelligence function
- Should have an interest in and be willing to maintain personal knowledge of changes in IT and Communications technology
- The post holder will be expected to undertake training as and when required
- The post holder will be expected to comply with health and safety requirements
Additional Information
- The post is subject to successful completion of vetting MV and SC ( Enhanced ) and NCA SC vetting.
- Successful candidates will need to undertake and pass a hearing test, details of which will be supplied and arranged by ROCUWM.
- You will be required to work a four week shift pattern, which incorporates earlies, lates and weekends.
- Appointment will be conditional upon successful completion of a Pre – Training Assessment and a ten week TI training programme ( elements of which are pass or fail )
- Subject of circumstances, consideration to housing and travel allowances will be available, if deemed appropriate.
