About the role:


Applications are invited from motivated, dynamic and suitably qualified individuals to perform a National Training Manager role within the National Counter Terrorism Policing (NCTP) Operational Development Unit (ODU) located in West Midlands.

 

The National Training Manager will work as part of the National Training & Development (T&D) Team to, in accordance with the National T&D Strategy, validate, evaluate and support delivery of training courses primarily aligned to the Prevent thematic area to ensure they achieve organisational objectives, meet customer requirements and contribute to the personal and professional development of Prevent personnel.  There may also be a requirement to support other thematic areas within the Training & Development Team.

 

Successful applicants will be required to work under the line management of the National T&D Manager and in conjunction with the National Organisational Learning and Development (OL&D) Team, to identify skills gaps, make recommendations and review national CT specific training, to ensure operational performance is maintained and developed.
They will be required to both lead and work on programme maintenance and development within the thematic area, provide advice and guidance to thematic leads, key stakeholders, partners and other requiring agencies where appropriate, working collaboratively with or in support of other CT disciplines and policing capabilities.

 

Sound working knowledge and personal experience of Counter Terrorism Policing (primarily in the Prevent thematic area - including current legislation) and the possession of a suitable training qualification (or having a willingness and ability to acquire the requisite accreditation) are considered essential when applying for this role. 

 

Successful applicants will be required to work under the line management of the National Training and Development Manager.

The post holder will be required to undertake vetting to ‘SC’ level prior to their appointment.  There may be a requirement to undertake vetting to ‘DV’ level when in post.

There will be an expectation that the post holder is prepared to be flexible and be able to travel nationally on a regular basis, including working extended hours on occasions to perform this role and therefore a full driving licence is essential.

However, if successful, you may be asked to relinquish your non‐British nationality (and any entitlement you may have to a foreign nationality) as a condition of your confirmation of appointment with WMCTU. One of your parents should also be British or have substantial ties to the UK. In the latter instance; substantial ties means that your parent is a citizen of a British Overseas Territory, a Commonwealth citizen, US citizen, EEA citizen, British national or citizen overseas, and they would need to have demonstrable connections with the UK by way of family history or have been resident here for a substantial period of time.

 

If you're already married to, or cohabiting with, a person who isn't a British citizen, you may still be eligible for employment at the discretion of the Department. You should note however, that marriage to, or cohabitation with, a person who isn't a British citizen after appointment may, in some circumstances, result in the withdrawal of security clearance and subsequent transfer to another Department, or (if this is not possible or the officer does not wish to transfer) dismissal. Vetting Level: Successful candidates will be required to undertake vetting to ‘SC Enhanced’ level prior to their appointment.  

There may be a requirement to undertake ‘DV’ vetting when in post.

Specific Role Responsibilities:

  • To develop, validate and evaluate national training courses to ensure they achieve organisational objectives, meet customer requirement and contribute to the personal development of students.
  • To plan, design, prepare, quality assure and co-ordinate the content and delivery of bespoke CT training throughout the UK.  Facilitate opportunities for learning and personal development in accordance with the National Training and Development Strategy.
  • To direct and assist regional trainers in the research, planning, design and delivery of training course materials, and to provide support in the delivery of training, including the facilitation of Train the Trainer events.
  • To assist the National T&D Manager to oversee, coordinate and task NCTP funded regional TDU posts subject to governance and matrix-management arrangements.
  • To liaise with partner agencies in relation to training matters, including administrative leads in the Security Service, College of Policing and Home Office etc. and to be the first point of contact for administrative enquiries.
  • To plan and organise individual or team activities including leading on and coordinating working groups/conferences within specific workstreams, setting aims and objectives and managing actions to develop and standardise national training products.
  • To represent the National ODU and make key training recommendations at National Thematic Boards, Working Groups and Sub Business Assurance Boards for each workstream.
  • To contribute towards and complete management reports detailing performance, identifying skill gaps and management of national cadres.
  • To work closely with the Organisational Learning & Development (OL&D) team to address training issues highlighted in operational or exercise reviews/debriefs to ensure operational performance is maintained and developed.
  • To support and lead on national projects, including providing strategic direction for regional Training & Development Co-ordinators, making complex decisions and adhering to and setting deadlines.
  • To support the National T&D Manager to ensure training products are fit for purpose in line with the principles of Best Value.
  • Monitor the health, safety and welfare of trainers, subject matter experts and students during courses/events and ensure maintenance of discipline and professional standards for all national CT courses.
  • Promote equality, diversity and Human Rights in working practices by developing and maintaining positive working relationships, ensuring that colleagues are treated fairly and contributing to developing equality of opportunity in working practices.
  • Any other duties commensurate with the role and band/grade.

SPECIFIC COMPETENCIES REQUIRED FOR EFFECTIVE PERFORMANCE

Knowledge & Experience:

Essential:

Post holders will be required to display and evidence:

Post holder will have sound working knowledge and personal experience of Counter Terrorism Policing (specifically in the thematic area applied for i.e. intelligence/surveillance/ports/investigations etc.
Hold a training qualification, Cert Ed or equivalent or have a willingness and ability to acquire the requisite accreditation.
Have experience of delivering training courses or presentations to students and other trainers.
Evidence of attending, organising, facilitating or chairing local, regional and national working groups.
Evidence of successful interpretation and application of relevant legislation, including contributing to new legislation /national bodies.
Be conversant with and be able to identify and contribute to best practice within the Counter Terrorist field to ensure that training is revised and refreshed accordingly.
Hold a full driving licence and be prepared to travel nationally.

Desirable:
  • Experience of working in a Programme or Project environment.
  • Hold a project management qualification (Prince 2/Agile etc.) or have a willingness to acquire if necessary.
  • Experience of delivering training courses or presentations 
  • Experience of policy formulation and development.
  • Experience of IT packages to design and deliver training including Microsoft packages such as Word, Outlook, Excel, Powerpoint, Visio etc.
  • Management of national portfolios.


Skills 

Essential:
  • Must evidence strong and effective written and verbal communication and interpersonal skills as the post holder is required to support negotiate and influence at all levels throughout the CT network to ensure training is delivered to a national standard. 
  • Ability to prioritise and manage conflicts (people and tasks)
  • Networking, engagement, persuasion, influencing and communication skills
  • Ability to influence and build effective collaborative relationships with a wide range of professionals within and around the National CT Network.
  • Demonstrate awareness of equality and diversity appropriate to this role and have a high level of personal integrity. 
Desirable:
  • Ability to lead multi-disciplinary and multi-agency groups to achieve the optimum outcome for all parties.
  • Experience of matrix-management or line management of personnel
  • Experience of working in a Learning, Training or Exercising environment.
Hours of Work and Flexibility:
  • The post holder will be contracted to work 36.5 hours per week, but will need to be flexible to meet the demands of the post and may have to work outside normal core hours. 
  • The role will predominantly be completed during the hours of 08:00hrs to 16:00hrs Monday to Friday
  • There will be an expectation that the post holder is prepared to travel nationally on a regular basis to perform this role including having to work extended hours at locations throughout the UK.
