Role Responsibilities:

  • Manage a number of Team Managers as direct reports to provide and deliver a comprehensive Employee Resourcing, Facilities and Financial Service to WMCTU in a customer focused approach.
  • To support the Business Change Manager with resources and data to support business improvements.
  • Provide an overview of financial control utilising advanced budgetary control mechanisms, developing and implementing recommendations of Business Improvement and Value for Money reviews and to champion their adoption.
  • Ensure procurement is in adherence to Home Office Grant Terms and Conditions, WMP standing orders and financial regulations and WMP contract procedures.
  • To ensure budget monitoring databases aid budget reporting to service deliverables as set out by NCTPHQ and provide reassurance to WMCTU Command Team.
  • To implement locally WMP POD (HR) policies and Shared Services processes, taking best practise and sharing across WMCTU teams. 
  • Ensure Business resources are deployed to deal with the day to day business as usual and are allocated to CT exercises and operations, as appropriate.
  • Ensure accurate records of Establishments and headcount strengths are maintained to allow budget reconciliation to appropriate funding stream.
  • Ensure that the Facilities function is able to support planned and reactive operational requirements as they occur, i.e. Ensuring Custody Block is ready at all times for operational activity.
  • To be point of contact for urgent reactive operational business support during periods of heightened operational activity.
  • To support and enable the Head of Business Services to oversee the implementation of business change programmes both locally and nationally led i.e. NSCR, WMP2020.  This will include working alongside the WMCTU Change Agents and Business Improvement Team.
  • To embed a customer centric culture, where excellent customer service is at the heart of everything we do.  Ensuring our customers have a clear understanding of our service offering, they understand our processes and are kept informed.
  • Embed a performance management framework that supports WMP Conversations and develops staff with the required skills and knowledge.
  • The performance framework will also need to underpin and identify service demand, changes in service requirements and service level agreements.  The post holder will be responsible for recommending and implementing improvements.
  • Ensure the Force Values, People Deal, Code of Ethics, Leadership Promise, Diversity and Inclusion Strategy, WMCTU Ambition Plan and Contest Strategy are embedded into the day-to-day processes.
  • Co-ordinate response to Internal Audit recommendations and other Audit bodies as prescribed by legislation.  
  • Deputise for Head of Business Services and be an active member of the wider WMCTU Senior Leadership Team.
  • Any other duties commensurate with the role or band/grade.
Essential Skills and Competencies:

  • As the ideal candidate for this role you will need to evidence the ability and experience of working at a senior level and leading a multi-disciplined, diverse work force, whilst exercising strong leadership, motivating and developing staff.
  • You will need to have and demonstrate experience in performance management, developing performance frameworks, setting KPIs and ensuring delivery against such targets.  You will also have the ability to identify and deliver changes to service demand to continually improve business process.
  • Previous experience of embedding a customer centric culture into the business is key and you will need to demonstrate customer service excellence.
  • There is a requirement to have experience of planning and successfully delivering change projects, improving and developing business processes.
  • Candidate should have excellent computer skills and should hold a recognised management or business qualification or be able to evidence significant management experience of no less than 5 years. 
Desirable Skills and Competencies:
  • It is desirable that the preferred candidate will have budget management experience but if not this is an area of development that can be taught.
