Applications are invited from Sergeants (including Temporary Sergeants), with their Chief Officers approval, for the position of CBRN Capabilities Project Officer on a 2 year secondment to the National CBRN Centre (N CBRN C) based at the College of Policing, Coventry.

The successful applicant will join the team responsible for developing the UK's future PPE provision and asset capabilities response to CBRN Terrorism. You will be working closely with a wide range of partners from National CT Partner agencies, Emergency Services, the International Business Community and Scientific Experts to develop and test future mobilisation requirements for responders and resources.

The post holder will work as part of a dedicated team to develop the multi-agency service's capability to respond to CBRN terrorism. 
You will work within a wide range of disciplines including procurement, user trials, scientific testing and ultimately be part of the process which evaluates and procures the next generation of new PPE and equipment for UK Frontline Services. You will also assist in maintaining & deploying National strategic reserves of PPE and ancillary equipment. You will work closely with NPoCC, regional coordination centres, and emergency service partners to develop and test mobilisation. Training will be provided to allow suitable Candidates to join the CBRN duty officer cadre and gain experience of dynamic response to National Incidents with a CBRN element. The role will include International travel.

Applicants will preferably have a CBRN responder background, with experience of multi-agency working and operational and/or contingency planning. Experience of developing guidance, plans and processes is also helpful but will be developed through the role.

This is a challenging role where the post-holder will need an understanding of the CBRN business area in a multi-agency environment. They will be expected to work co-operatively with team members and colleagues. There is an expectation that candidates will be able to explain complex issues, making them easy to understand and have the ability to gather and analyse data to identify key issues and problems. This is a unique opportunity to work in a dynamic and highly relevant area of Counter Terrorism.

The successful applicant will be required to undertake vetting to SC and MV.

“You must be a British citizen to work for the West Midlands Counter Terrorism Unit. If you hold dual nationality, one component of which is British, you may also be considered. You should note however, that marriage to, or cohabitation with, a person who isn't a British citizen after appointment may, in some circumstances, result in the withdrawal of security clearance and subsequent transfer to another Department, or (if this is not possible or the officer does not wish to transfer) dismissal. Each case will be considered on its merits, taking into account the ties between the person involved and the United Kingdom.”

Role Responsibilities

  • Work as part of a team to develop the multi-agency Service’s capability to respond to CBRN terrorism and contribute to the overall vision & mission of the N CBRN C.
  • Support procurement arrangements and associated user trails of any new PPE and equipment.
  • Support and maintain strategic reserves of PPE and ancillary equipment.
  • To work closely with NPoCC, regional coordination centres, and emergency service partners to develop and test mobilisation requirements.
  • To assist with the administrative functions relating to new and existing procurement projects.
  • Maintain and manage existing contracts and suppliers relationships in partnership with our procurement partners.
  • As a member of the Duty Officer Cadre, to perform on call duties as per the authorised duty rota.

Essential Skills and Competencies

  • CBRN responder background.
  • Experience of multi-agency working.
  • Experience of operational and/or contingency planning and the development of guidance, plans and processes.

Desirable Skills and Competencies

  • Knowledge of National Emergency Services’ CBRN capabilities, structures and planning processes.
  • An excellent communicator to all audiences, sound decision maker with a flexible approach. Takes personal responsibility for making things happen and achieving results.
  • Tactical Advisor – CBRN, Public Order or Firearms (if not already qualified the post holder will be expected to achieve the police CBRN TA qualification).
  • Experience in providing specialist advice and knowledge to colleagues and agencies to support the achievement of organisational objectives and enable compliance with organisational policy.
  • Competent in the use of MS Office products (Project & Excel).
