Role Responsibilities:

  • To provide guidance and oversee the co-ordination of the input of overtime, expenses and management of purchase orders to ensure criteria and deadlines are met. 
  • To provide detailed management information and analysis in relation to specific subjective areas.
  • To manage the maintenance of systems necessary to enable effective  control of all financial matters and to ensure that the records and assets are kept in accordance with force policy and procedure, financial instructions, Financial Regulations and Standing Orders of the Authority.
  • To ensure that there is a system of accurate subjective financial monitoring to ensure accuracy of cost coding and to highlight any spend variances to forecast.
  • Ensure procurement processes are adhered to.
  • To maintain control records such asset registers, controlled document register.
  • In conjunction with Finance Department carry out the local tasks in relation to the preparation of the Annual Budget, Annual Accounts and the periodic monitoring reports on the Financial performance of CTU.
  • To manage the operations of all systems of financial control and reconciliation in accordance with Force Policy to ensure the proper recording of financial transactions and to maintain financial probity.
  • To understand the requirements of NCTPHQ for their financial quarterly returns, especially in relation to service deliverables.
  • To ensure audit control checks are performed to a laid down schedule to ensure procedures being adhered to.
  • Maintain a disbursement account and ensure it is managed to support reactive operational matters.
  • To supervise on an ad hoc basis in the absence of the Finance Resource Supervisor.
  • To carry out any other duties that commensurate with the purpose and grading of the post that may from time to time be determined.
  • Knowledge of banking processes and internet banking procedures.
  • Good time management skills and the ability to work without intrusive supervision.
  • You will be required essential training on Force systems (NSN & NSBIS).
Essentials Skills and Competencies:

  • Cash handling and knowledge of petty cash/disbursement accounts.
  • A minimum of 1 year relevant Finance experience.
  • Proven experience of providing detailed management information, analysing budgets, forecasting and maintaining registers & working to tight deadlines.
  • Understanding of banking and internet procedures.
  • Experience/understanding of end of financial year reporting and procedures.
  • Proven Competency of Microsoft applications, with higher level of excel.
  • Organisation skills with a keen eye to detail.
  • Ability to work on own initiative.
  • Excellent communication and interpersonal skills.
Desirable Skills and Competencies:

  • Understanding of purchasing/contract frameworks, and financial regulations.
  • Understanding of financial probity, audit requirements & Force policies regarding expenses and overtime.
  • Possess a formal financial qualification or studying for, e.g. AAT, or relevant experience.
  • Supervisory Experience.
