About the role:


Under the governance arrangements of West Midlands Police, the Chief Constable will partner with national and commonwealth security agencies, to plan and deliver the security and public safety response for the 2022 Birmingham Commonwealth Games (CWG).  West Midlands Police will ensure provision of security for the Games and its participants in an appropriate manner without impacting on the delivery of the Games event.

Responsible for working as part of a team to plan transport resources for the Commonwealth Games 2022.  This will involve working closely with project partners, stakeholders, local businesses and internal departments to develop the transport logistics to support Games delivery.

Key Responsibilities:

  • To develop plans to deliver a cohesive and integrated transport strategy.
  • To apply data and information to prepare, evaluate and manage transport plans.
  • The ability to plan for an operational response to planned and unplanned events in the transport planning that are suitable and proportionate. 
  • To lead, manage and deliver an integrated police bus work stream for the Games, that meets service level requirements.
  • To build and maintain effective multi-agency working relationships and to support the relationship with the Organising Committee and other partners on matters relating to bus procurement, operations and delivery, as well as Temporary Park and Ride.
  • Liaise with NPUs, force departments, other national police forces, NPoCC (National Policing Co-ordination Centre) and external agencies.
  • Work closely with other members of the Co-ordination and Readiness programme to ensure logistics are effective and supportive of all Commonwealth Games delivery plans.
  • Build and maintain close working relationships with business support functions in the procurement of services related to the transport planning.
  • To present / communicate regular updates of plans to lead planner and other team members.
  • To ensure the appropriate shifts are worked during Games time in order to support operational deployment.
  • Manage and oversee the procurement strategy including project budget for delivery of games-time bus and shuttle service.

The Person


  • The ability to communicate with a range of stakeholders, enabling effective collaboration whilst having the ability to influence and negotiate with partners.
  • Excellent geographical, logistical knowledge and experience.
  • The ability to deliver and plan presentations.
  • The ability to work on your own initiative and prioritise tasks.
  • To be competent in the use of MS Office, in particular Microsoft Excel, and be able to develop a good knowledge of WMP departmental structures, intranet and IT systems.
  • To be able to interpret data, and design plans in line with the Transport Strategy.
  • The ability to problem solve and provide effective solutions.
  • Managing the overall process, decision making.
  • Understanding European & UK driving laws



  • To have technical knowledge and practical understanding of bus operations related to major event management, drivers’ hours, vehicle restrictions etc.
  • Previous experience as a Transport Planner
  • The ability to set objectives to short and medium term cycles, co-ordinating a complex range of activities and balancing competing needs.


  • Interviews will be held during January 2021
  • Post holder to commence their role on 1st March 2021
  • Successful applicants will be subject to appropriate vetting.
  • Successful applicants will be expected to be committed to remain in the group until the delivery of the Commonwealth Games in August 2022 and for post event reporting unless under exceptional circumstances.
