About the role:

This role provides specialist Licensing skills and advice to Walsall Neighbourhood Policing Teams to help prevent harm relating to Licensed and regulated premises. This role works with Licensing Teams in Local Authorities, trading standards, environmental health, food standards agency and other Partners including the Security Industry Authority to uphold the licensing objectives which include:

  • The prevention of crime and disorder
  • Public safety
  • The prevention of public nuisance
  • The protection of children from harm

Role responsibilities:

  • To receive, process, and risk assess as required, applications for personal licenses, premises licenses, variations, club premises certificates, temporary event notices and miscellaneous license requests
  • Identify and implement opportunities to prevent harm and reduce demand from new applications and existing licenses
  • To negotiate, influence and effect changes to licensing conditions, operating procedures and operational running of venues to prevent occurrence and re-occurrence of harm
  • Maintain and update relevant records including the licensing database
  • Co-ordinate, guide and monitor NHT pro-active interventions according to risk to ensure licensed premises observe the licensing objectives
  • Collate and submit intelligence to disseminate to other departments through WMP systems
  • Attend magistrate’s court as required on licensing matters 
  • Prepare relevant documentation for licensing reviews and hearings, to attend and make representations and present evidence as necessary on behalf of WMP.
  • Provide expertise, guidance and understanding of licensing matters to other departments
  • Obtain a sufficient degree of knowledge of regulatory services and other partners to enable work in an integrated multi-agency environment to support the Next Generation Local Policing model. Services include, but are not limited to:
    • Trading Standards
    • Environmental Health
    • Food Standards Agency
    • Immigration
    • Share information and co-ordinate neighbourhood policing activity with partners.
    • Gather, collate and provide evidence of all aspects of personal performance in support of personal development review processes, and maintain knowledge of up to date licensing practices through Continuous Professional Development.

Experience and skills required:
  • Must be able to use all microsoft packages
  • Experience working under minimal supervision
  • Experience of investigations 
  • Ability to gather evidence
  • Excellent negotiation and communication skills
  • Understanding of the Licensing Act 2003
  • Ability to develop effective relationships with external partners
  • Ability to meet tight deadlines and demonstrate flexibility
  • Ability to proactively identify risks and issues and highlight these to management

  • Ability to achieve BIIAB level 2 qualification and maintain qualification

This role is based in Walsall City Centre, and working hours are predominantly Monday to Friday with some occasional evening work for licensed house premises visits.
