Grade: Management Band 1

Salary: £45,891 to £52,275

The Development Team Manager will be responsible for the day to day leadership and management of the Development Team to ensure it is able to carry out its specific responsibilities and deliver on-going demonstrable value to the organisation – engaging and developing staff to realise their full potential, establishing and championing best practice, and continuously improving the performance of people, processes and technology. 


The post holder will be responsible for the Force’s development activities and reports directly into the Senior Manager (Delivery Management). The post holder will be responsible for the management of the Development Team (internal and external resources) to ensure it is able to carry out its’ specific responsibilities.  


This is a role where you can really make a difference to the officers and staff of West Midlands Police through the use of cutting edge technology.


The successful applicant will have:

  • An IT and/or management related qualification with a minimum requirement that it be Degree level, or demonstrable specialist skills in technical development and management;
  • Experience in project/programme  management, and ideally an associated industry qualification (e.g. Prince2);
  • Experience of a number of development process techniques such as; Waterfall and Agile.

Experience:
  • Must demonstrate proven experience and ability to:
  • Effectively lead and manage a team of Development professionals
  • Effectively deliver technical elements of projects
  • Work effectively within project life cycles
Knowledge
  • Knowledge of delivering improvements to Development functions;
  • Understanding of Development methodologies and experience implementing them (e.g. Agile, Waterfall);
  • Understanding of project management methodologies (e.g. PRINCE2);
  • A wide understanding of technology – including applications, infrastructure and security;
  • Knowledge of infrastructure development activities;
  • Knowledge of the effective management of managing technical environments (e.g. development/test);
  • Knowledge of the development lifecycle and how it fits into wider industry good practice (e.g. ITIL, COBIT).
Skills
  • Demonstrable leadership ability in a complex and constantly evolving IT & Digital environment;
  • Excellent communication skills and the ability to confidently interact and empathise with the executive team and colleagues alike;
  • Excellent ability to plan and monitor technical tasks and activities;
  • Excellent presentation skills and the ability to effectively articulate an outcome in the context of Policing;
  • The ability to cope and work under significant pressure;
  • The ability to effectively manage the often competing demands and priorities of key stakeholders;
  • Ability to work and collaborate effectively with suppliers;
  • Capability to exercise good judgement and influence senior stakeholders to ensure that the right outcomes for the Force are arrived at;
  • Ability to chair and /or take a lead role on local, regional and national conferences;
  • Strong problem solving skills;
  • Ability to gather and assimilate information quickly and understand it’s impact;
  • Demonstrable ability to listen, receive feedback, evaluate feedback and act on it as required;
  • Able to delegate where appropriate;
  • Ability to develop other team members;
  • Ability to translate the Force’s vision into IT & Digital’s vision, objectives and programmes of work;
  • Demonstrable management ability in a complex and constantly evolving Development environment
