Role Responsibilities:

  • Develop and maintain specific CT Prepare Plans and processes as well as coordinating these plans with key stakeholders within the wider regional resilience community.
  • Implement a coordinated exercise programme against current and emerging threats.
  • Be a conduit for the receipt and regional assessment of tasking from National Counter Terrorism Security Office (NaCTSO) and coordinate the regional response to these taskings; including in the event of a terrorist attack.
  • Design, develop, deliver and evaluate exercises supporting the preparedness of CTU in conjunction with police forces.
  • Scope, plan and manage the delivery of exercises including workshops, table top and live exercises; being responsible for the completion of all designated activities and associated tasks.
  • Plan, develop and conduct operational and exercise debriefs to include the writing of debrief reports. Utilise existing mechanisms for tracking associated recommendations and maintain oversight of the implementation and progress of these recommendations.
  • Identify gaps in learning, training and exercising in order to prioritise key capabilities to support police forces and partner agencies.
  • Represent CTPWMCTU at a local, regional and national level including at Protect & Prepare Boards and Working Groups.
  • Develop and maintain working relationships with contacts at a senior level in all regional forces including JESIP partners, Military and Local Resilience Forums.
  • Plan and prioritise own work activities, responding to managers / departmental / organisational requirements.
  • Develop and deliver local CT Prepare plan training, exercising and debriefing to compliment the national CT exercise program.
  • Carry out any other duties that are commensurate with the purpose and grading of the post.
Essential Skills and Competencies:

  • Highest standards of integrity, discretion and sensitivity when handling information on community security, issues and intelligence.
  • Flexible attitude, enthusiastic and able to work with a minimum amount of supervision in a high pressure environment.
  • Be creative with new ways of working and adapt to situations effectively. Problem solving skills.
  • Understand Concept of Learning, Training and Exercising.
  • Good Communication and Interpersonal Skills.
  • Able to work as a part of a team.
  • Able to draft written correspondence e.g. letters, memos, short reports/briefings, which are timely, accurate, succinct and targeted appropriately.
  • Sound administrative and organisational skills, including the ability to plan ahead, organise and prioritise a heavy workload.
  • High level of information technology skills using the Microsoft office software e.g. Word, PowerPoint, Excel.
Desirable Skills and Competencies:

  • Previous experience in planning and undertaking exercises.
  • Knowledge of the National Security Risk Assessment (NSRA).
  • Knowledge of JESIP Principles.
  • Knowledge of Local Resilience Forums.
  • Knowledge of the Civil Contingencies Act 2004.
  • Research and analytical skills.
