Role Responsibilities:
- Manage day-to-day the MIR HOLMES support for West Midlands CT investigations.
- Manage day-to-day the MIR disclosure support for West Midlands CT investigations.
- Advise CT SIO’s on MIR & HOLMES related issues and ensure that the system is optimised to support the SIO.
- Ensures all material gathered as part of an investigation is retained, recorded and revealed where appropriate in support of evidential case build and disclosure requirements. This includes sensitive material.
- Assist with court presentations and case build.
- Responsible for HOLMES data base administration.
- Develop monitor and evaluate National CT HOLMES & disclosure policies and procedures. Ensure all staff are working to agreed national standards.
- Ensure that CT MIR is properly equipped and that facilities are maintained correctly.
- Attend regional and national HOLMES MIR users groups on behalf of West Midlands CTU. Identifies and implements best practice.
- Maintain working relationship with local MIR, Casualty Bureau (CB) and Disclosure managers with a view to identifying and maintaining professional workable processes & protocols in support of any DVI process or CB activation.
- Responsible for overseeing the examination and certification of the disclosure of all material involved in the investigation.
- Responsible for overseeing the preparation of accurate, comprehensive and ethical disclosure schedules for the Prosecutor using the appropriate documentation and headings, as per rules of disclosure.
- Attend case conferences where appropriate with CPS and prosecuting counsel in respect of all matters relating to the disclosure of material & exhibits on behalf of SIO.
- Attend court and give evidence as required.
- Responsible for ensuring that operational security within CT MIR is maintained at all times in line with local and CT policy.
- Identifies individual training and development needs and implements development plans in conjunction with relevant office manager via Wellbeing / development plan process. Also responsible for recruitment of new staff.
- Manages abstractions from CT MIR & disclosure team and deployments to both local and national CT investigations.
- Deliver training in both MIR roles & responsibilities and disclosure including legislation and police guidelines across relevant disciplines within the CT network on a regional and National basis.
- Responsible for Health & Safety of all CT MIR HOLMES staff, ensuring that equipment and accommodation meets force standards.
- Perform such other duties that are commensurate with the post on behalf of CT Senior MIR / Disclosure manager.
Essential Skills and Competencies:
- Has working knowledge of Major Investigation Room (MIR) operating procedures and an awareness of HOLMES, MIRSAP and the disclosure manual as a strategic management tool in crime investigation.
- Previous experience in MIR management.
- Previous experience in staff supervision.
- Computer literate and competent in MS Office programmes.
- Well developed communication and inter personal skills in order to communicate at all levels within and outside the organisation.
- Has ability to manage own workload, prioritising tasks to enable deadlines to be met.
- Decisive with the ability to identify problems and take effective remedial action.
- High levels of self-motivation and be able to motivate a team.
- Recognises, challenges and takes appropriate action in respect of inappropriate attitudes, language and behaviour displayed by others.
- Demonstrates a high level of understanding of and commitment to diversity and equality as they relate to staff, colleagues and/or members of the public. Displays respect for the needs and feelings of others.
Desirable Skills and Competencies:
- Possesses proven investigatory experience & background in both crime and CT investigations.
- Possesses proven investigatory experience and knowledge of covert tactics and investigations.
- Proven knowledge and experience in relation to all relevant legislation relating to the subject of disclosure including RIPA, DPA, ECHR and CPIA.
- Fully competent in the use of HOLMES computer system.
- Knowledge of the criminal justice system and procedures.
- An awareness of the issues surrounding disclosure.
- An awareness of the issues surrounding handling of sensitive intelligence.
