Role Responsibilities:
- Accountable for the functioning of the WMCTU Intelligence department to support the Prevent, Prepare, Protect and Pursue strands of the CONTEST strategy across the West Midlands region.
- Oversee the management of regional strategic threat assessments and tactical products as required.
- Manage regional tasking processes, including those involving partner agencies.
- Oversee the Intelligence support to WMCTU NIM processes including DMM and the IHM process.
- Oversee and manage a full range of intelligence gathering opportunities (covert/overt) to support both investigative and other interventions, e.g. Prevent.
- Manage teams led by Police Staff Band E and Detective Inspector Intelligence Managers (Analytical Function, FIMU including DE Team, Fusion Tactical Advisor, OIMU, Prisons, III and Business Assurance). To set supervisory objectives, develop implementation plans evaluating individual performance to ensure objectives are achieved.
- To fulfil the role of Fusion Coordinator or Fusion Manager in the event of Fusion Cell capability being deployed for a major or complex CT incident in the West Midlands or nationally as required.
- Able to travel/work across the region and nationally to contribute to the work of the CT network.
- To be on call WMCTU Intelligence Manager on the 24/7 rota as required.
- To manage and develop relationships both internally and externally, including with regional forces, intelligence partners and within the CT network.
- To undertake specific projects to develop the effectiveness of WMCTU and the wider CTP network as required.
- Any other responsibilities commensurate with the role and Band.
Essential Skills and Competencies:
- Experience of managing and directing specialist crime intelligence development (within the NIM) including understanding of intelligence processes and products.
- Demonstrable experience of strategic analysis in law enforcement or other public sector agency.
- An understanding of investigation and court procedures and processes including disclosure (CPIA 1996).
- An understanding of the use of covert intelligence gathering techniques and investigation strategies (RIPA 2000, IPA 2016).
- Ability to demonstrate, the identification and management of threat, risk and harm.
- Effective communication skills, both written and verbal.
- Ability to assimilate information quickly and formulate solutions when necessary.
- Effective negotiating skills, working with internal and external partners.
Desirable Skills and Competencies:
- Proven experience of working in an intelligence environment.
- Access and knowledge of West Midlands Police Intelligence IT systems.
- An understanding of existing priorities, threats, risk and issues concerning the CT / DE network.
- Experience of leading change in a complex environment.
