Counter Terrorism Unit - CHIS Controller (Staff)
Role Responsibilities
- To operate in accordance with the codes of ethics.
- To manage existing CHIS in line with the codes of practice and RIPA.
- To support handlers obtaining the most effective intelligence dividend from CHIS.
- To prepare detailed applications for authority in relation to the deployment of CHIS.
- Maintain appropriate tradecraft, to ensure the welfare, safety and protection of staff and potential CHIS.
- Gather and disseminate intelligence and act in accordance with RIPA and CPIA.
- Work closely with partner agencies and other WMP Departments in support of WMCTU objectives.
- Liaise with and advise police officers and police staff around CHIS recruitment opportunities.
- Develop and maintain a good knowledge of local, national and international issues, and its relevance to daily activity.
- To respond to tasking identifying the most appropriate use of CHIS.
- Manage finances and audit expenses.
Essential Skills and Competencies
- A thorough knowledge of RIPA, CPIA, IPCO guidelines and the CHIS codes of practice.
- Willing to be flexible in the working environment.
- Can demonstrate experience and understanding of the use of sensitive intelligence.
- Must be willing to undergo and pass relevant CHIS handling courses. This will include a 3 week police course at Ryton and a separate 3 week specialist course (out of Force).
- Proven experience of using initiative to make complex decisions.
- Effective interpersonal and communication skills.
- Able to demonstrate effective partnership working at a tactical level with good influencing and persuading skills to build strong relationships with partners to achieve objectives.
- The ability to work unsupervised and manage finances.
- Sensitivity to the needs of diverse communities and individuals.
- Must be an experienced supervisor and able to evidence strong ethical leadership embracing the principles of the code of Ethics.
- Must be confident in delivering presentations to a wide cross section of audiences.
- Full UK driving licence.
Desirable Skills and Competencies
- Previously received; Level 3 Crime CHIS Handling Course or Security Service UKP/4 Course.
- Previous CHIS handling and recruitment experience.
- Knowledge of covert policing techniques.
- A good level of understanding of IT.
Additional Role Information
Location: Birmingham – near to Birmingham Airport
This role is subject to successful completion of Developed Vetting.
You must be a British citizen to work for the Counter Terrorism Policing West Midlands (CTPWM). If you hold dual nationality, one component of which is British, you may also be considered. However, if successful, you may be asked to relinquish your non‐British nationality (and any entitlement you may have to a foreign nationality) as a condition of your confirmation of appointment with WMCTU. One of your parents should also be British or have substantial ties to the UK. In the latter instance; substantial ties means that your parent is a citizen of a British Overseas Territory, a Commonwealth citizen, US citizen, EEA citizen, British national or citizen overseas, and they would need to have demonstrable connections with the UK by way of family history or have been resident here for a substantial period of time.
If you're already married to, or cohabiting with, a person who isn't a British citizen, you may still be eligible for employment at the discretion of the Department. You should note however, that marriage to, or cohabitation with, a person who isn't a British citizen after appointment may, in some circumstances, result in the withdrawal of security clearance and subsequent transfer to another Department, or (if this is not possible or the officer does not wish to transfer) dismissal. Each case will be considered on its merits, taking into account the ties between the person involved and the United Kingdom.
